For this purpose, in 1864-1865, the city government appointed a commission, under the chairmanship of doctor A. Libau, who was entrusted with the organization of the construction of a large capital hospital in the city. The organizing commission selected a rather large plot of land in the territory of Tiflis at that time. The plot was bought from German owners Johann Meyers and Gottlieb Lang. in 1864 on the basis of a specially held competition, it was decided that the construction of the hospital would be carried out by Albert Salzman's project. The building was commissioned on November 8, 1868, A. Libau gave the hospital his own library and 10,000 manats, on interest profit of which, every three years, one of the hospital's residents went abroad on a scientific mission. According to historical reports, A. Salzman, in order to study the methodology and style of hospital construction, specially traveled to Germany, France, Belgium and England in order to study in detail the method of how the hospital complex should function and what were its needs. The trip lasted one year, and the architect returned to his homeland and started designing the complex. However, their placement was not accidental, but planned and structurally thought out. The complex was actually located between two streets and covered quite a large area. The most important of them were the central building and the wings located on the side of Agmashenebeli Street.
